«Downstream Activity Licensing Process» in Oé-Cusse


The Presidente of the Special Administrative Region Authority of Oé-Cusse Ambeno (RAEOA – ZEESM – TL), H.E. Dr. Mari Alkatiri, chaired this morning of Thursday, March 21, 2019, at the Customs Room in Palaban, at the official session of the “Downstream Activity Licensing Process”, promoted by the National Petroleum and Mineral Authority (ANPM).

Downstream activity is, by legal definition, any exploration and production of crude oil and natural gas, which does not affect any reservoir, as well as raw materials for the production of biofuels or other forms of alternative fuel, namely supply, processing, transportation, storage, marketing and marketing, and which is developed separately from research and production operations (Upstream, under government supervision) and for commercial purposes.

In his speech, the President of the Authority emphasized the importance of regulation and enforcement in this sector with an impact not only on security of energy supply but also on public safety and economic growth, considering the region’s cooperation with national institutions such as the ANPM as fundamental.
